Hill Area Conservation Authority (HACA)
The Hill Area Conservation Authority (HACA) was constituted in the G.O.No.44, Planning and Development Department, Dated.02.04.1990 with 43 Taluks to conserve the ecology and to regulate developments in the hill areas. It also has specified the functions and the activities which require prior clearance of the authority. Subsequently in the G.O.No.49, Housing and Urban Development Department, Dated.24.03.2003 superseded the taluk wise list and consolidated it into 597 villages containing the Districts and Taluks.
The Public has requested the Government to review the hill areas as it was mandatory to get prior clearance from the Authority for the developments that lies in the notified hill villages. Consequently, the Government had constituted the District level committee in the G.O.No.08, Housing and Urban Development Department, Dated.22.02.2022 to review the areas in the list of hill villages that were notified under Hill Area Conservation Authority (HACA).
Further to exclude the plain areas from the notified hill villages, with the help of GIS map tools the following factors like Geomorphology, Land Slope Analysis, Lithology, Soil studies are taken into consideration to delineate the boundaries based on survey number-wise.
The enforced existing multiple rules and regulations for hill areas are found necessary to be reviewed for regulating developments therein. Therefore the process of engaging a consultation work for “Framing of Simplified and Unified set of Rules for Hill areas” is underway.
