District office

The following duties and responsibilities shall be fixed to the Joint Director/Deputy Director / Assistant Director of   District Town and Country Planning Office.

I. Technical

Regional Plan

1. To prepare  Regional plans as per the Tamil Nadu Town and Country Planning act 1971 and Regional plan (preparation, publication and sanction) rules 2021 and other guidelines.

Master Plan

1. To prepare and review Master plans  for towns as per the Tamil Nadu Town and Country Planning act 1971 and Master plan (preparation, publication and sanction rules 1975 and other guidelines)
2. To delineate areas in the town for review and preparation of Master plan and submit proposal to Government for notification under section 10(1) of Town and Country Planning act 1971.
3. To arrange for publication of 10(1) notification in the district gazette for getting objection and suggestion from the public.
4. To submit proposal to Government for declaration of area under 10(4) of Tamil Nadu Town and Country Planning act 1971.
5. To collect data and its analysis, vetting of base maps and to prepare thematic maps.
6. To   prepare land use map.
7. To conduct meeting with stakeholders for preparation of Master plan
8. To submit master plan for consent by Government under section 26 of the Town and Country Planning act 1971.
9. To publish the Government order in the district gazette after the publication of Tamil Nadu Government gazette.
10. To submit the master plan for approval under section 28 of Town and Country Planning act 1971 with incorporate the objection and suggestion received from the public.
11. To submit proposals on variation in the master plan to Government.
12. To examine proposals on GIS based formation of Master Plans prepared under AMRUT scheme.

Detailed Development Plan

1. To delineate areas in the town for preparation of Detailed Development plan and submit proposal to Directorate of Town and Country Planning for notification under section 19 of Town and Country Planning act 1971.
2. Preparation of map no.2 and to conduct meeting with stakeholders and get objection and suggestions for preparation of Detailed Development Plan.
3. To prepare Detailed Development Plan and submit the Director for consent under section 25 of Town and Country Planning Act 1971.
4. To publish the consent order of Director of Town and Country Planning Tamil Nadu Government gazette.
5. To conduct meeting with stakeholders for preparation of Detailed Development Plan.
6. To submit Detailed Development Plan for approval of Director under section 29 of the Town and Country Planning act 1971 incorporate the objection and suggestion received from the public.
7. To publish the approval order of Detailed Development Plan in the district gazette after the publication of Tamil Nadu Government gazette.
8. To submit proposals on comprehensive variations in the Detailed Development Plan to Director of Town and Country Planning.

Local Planning Authority /New Town Development Authority

1. Under section 49- Planning permission given for Layout and building - As member secretary of local planning authority/New Town Development Authority, placing the proposal requesting planning permission for layouts  as per power delegation given by the Director in Urban and Rural Areas for decision by the local planning authorities/New Town Development Authorities
2. To submit remarks on appeal petitions filed under section 79 and section 80A of Tamil Nadu Town and Country Planning Act 1971.
3. To upload layout plans and building plans scanned copies in the website.
4. As per G.O. No.78, H&UD Department dated:04.05.2017  - To approve layouts under regularisation of unapproved layouts plot scheme 2017 as per the powers vested with the district office.
5. As member secretary of local planning authority/New Town Development Authority, placing the proposal requesting  planning permission for  buildings with extend as per the power delegated to the district officers for decision by the local planning authorities/New Town Development Authorities
6. To submit proposals on appointment of members for composite local planning authorities and new town development authorities in the districts under section 11- constitution of appropriate planning authority.
7. To examine and submit the proposals of layouts and buildings to Director which are under the powers of the Director.  
8. To arrange to submit the periodicals on disposals of online applications for regularisation of unauthorised layouts in the district to the Director.
9. Convening local planning authority/New Town Development Authority meeting under the chairmanship of District Collector.
10. To approve SIPCOT/SIDCO/Housing Board/TNUHDB layout.
11. To examine unauthorised construction notice issued under section 56 & 57 of Town and Country Planning Act 1971.
12. To examine declaration of Local Planning Area under section 10.
13. To prepare Master Plan for Local Planning Area under Section 17.
14. To examine declaration of New Town Development Area under section 18.
15. To prepare New Town Development Plan for New Town Development Area under section 26
16. To prepare Detailed Development Plan for the Town under section 21.
17. To examine references related to TNHB, TNSCB, TNPCB and MSME.
18. To examine proposal on GIS based formulation of Master Plan and Detailed Development Plan prepared under AMRUT scheme
19. To examine reply promptly on  the petition from UTM, RTI
20. To prepare counter affidavit for writ petition, writ appeal and special leave petition and to examine files on all Court Cases.
21. To prepare draft counter affidavit for Cases filed in the Madras Green Tribunal.

Regional Area

1.  To issue Technical clearance for Layout as per power delegation given by the Director in Urban and Rural Areas Under section 49 of Town and Country Planning Act 1971.
2. To submit remarks on appeal petitions filed under section 79 and section 80A of Tamil Nadu Town and Country Planning Act 1971.
3. To upload layout plans and building plans scanned copies in the website.
4.  To approve layouts under regularisation of unapproved layouts plot scheme 2017 as per the powers vested with the district office as per G.O. No.78, H&UD Department dated:04.05.2017.
5. To issue Technical clearance for buildings with extent as per the power delegated to the district officers Under section 49of Town and Country Planning Act 1971.
6. To submit proposals on appointment of members for composite local planning authorities and new town development authorities in the districts Under section 11(constitution of appropriate planning authority )
7. To examine and submit the proposals of layouts and buildings to Director which are under the powers of the Director.  
8.  To examine and submit the proposals on unauthorized educational buildings for concurrence of the Director as per G.O.No.76 H&UD department dated:14.06.2018
9. To arrange to submit the periodicals on disposals of online applications for regularisation of unauthorised layouts in the district to the Director.
10. To approve SIPCOT/SIDCO/Housing Board/TNUHDB layout.
11. To examine unauthorised construction notice issued under section 56 & 57 of Town and Country Planning Act 1971.
12. To examine references related to TNHB, TNSCB, TNPCB and MSME.
13. To examine proposal on GIS based formulation of Master Plan and Detailed Development Plan prepared under AMRUT scheme
14. To examine reply promptly on  the petition from UTM, RTI
15. To prepare counter affidavit for writ petition, writ appeal and special leave petition and to examine files on all Court Cases.
16. To prepare draft counter affidavit for Cases filed in the Madras Green Tribunal.
17. To examine and submit proposals on concurrence for developments in Villages under the purview of HACA to Director of Town and Country Planning.
18. To examine and issue Technical clearance for developments in the Villages falling under HACA with in the delegation of power given by Director of Town and Country Planning.
19. To examine references related to TNHB, TNSCB, TNPCB and MSME.

II. Administration

1. To ensure prompt disposal of petitions received from UngalThoguthiyilMudhalamaichar.
2. To attend the Monday grievance day meeting, Mass Contact Programme and Farmer’s grievances day meeting and to dispose petitions in a time bound manner.
3. To function as an appellate authority for Right to information Act, petitions
4. To review the diaries of the officers and staff.
5. To check the personal register and other registers maintained in the district office.
6. To decide on the closure of files.
7. To sanction casual leave, leave travel concession to officer and staff.
8. To sanction earned leave and unearned leave on medical certificate, Unearned leave on private affairs and special casual leave less than 60 days to officer and staff.
9. To submit retirement pension proposals in time to AG.
10. To sanction Encashment of earned leave and unearned leave on private affairs, SPF 1984/2000 and GPF/CPS final closure.
11. To submit retirement proposals to Commissionerate /Directorate of Town and Country Planning in time.
12. To finalize half yearly business statement
13. To submit periodicals to the Commissionerate / Directorate of Town and Country Planning in time.
14. To send applications requesting NOC for foreign trips and acquiring higher education qualification with specific remarks to the Director of Town and Country Planning.
15. To maintain the propertystatement filedby officer and staff in the district.
16. To engage apprentice under Apprenticeship Act, 1961
17. To monitor the maintenance of the service register and record sheets of the officers and staff.
18. To monitor the maintenance of office records, destruction of files and records, distribution and despatch tapals.
19. To monitor pay arrangement register, RTI register, UTM register
20. To issue office order allocation subject to officer and staff
21. To conduct inspection to the local bodies and submit report to the Commissioner / Director of Town and Country Planning.
22. To prepare counter affidavits for writ petition, writ appeal and special leave petition. Pertaining to Honourable Madras High Court / Madras High Court bench at Madras / National Green Tribunal.
23. To determine petition on allegations against officer and staff and grievance petition of the officer and staff.
24. To ensure conduct of meeting related to SC/ST, women’s sexual harassment, differently abled person and staff grievances periodically.
25. To sanction pay fixation, increment of subordinate officer and staff.

III. Accounts

1. He is the Pay Drawing officer and responsible for all the claims such as the salary, wages, other contingency, loans and advances etc.
2. He is authorised holder of the district office bank account and he is the signatory authority.
3. He is the reconciliation authority of the District Town and Country Planning office. To approve IFHRMS, HR module updation and e-SR updation.
4. To issue Form-16 towards income Tax Recovery.
5. To submit the Budget proposals related to Government account, Number statement, RE, FMA, and surrender proposals.
6. To raise demand toward 1% contribution and development charges from the local bodies.
7. To finalize replies for AG audit paras, Local fund audit paras, internal audit paras, District inspection cell report and the inspection conducted by the Directorate.
8. To assesscentage charges, infrastructure amenities charges, premium FSI charges, publication charges, open space reservation charges, land use conversion charges and charges for regularisation of layouts correctly.
9. To sanction Festival advance, Tour TA advance, 50% of GPF advance and part final withdrawal to officer and staff.
10. To assess the development charges
11. To sanction the Leave Travel concessionbill, Tour Travel Allowance bill, Medical imbursement bill of the officer and staff.
12. He is the Reconciliation authority of the District Town and Country Planning office.
13. To examine files related to budget proposal of Local Planning Authority and New Town Development Authority fund accounts.
14. To claim Encashment of earned leave and unearned leave on private affairs, SPF 1984/2000 and GPF/CPS final closure.
15. To file income tax returns and GST returns of District offices.
16. Custodian of the office building if it is own building and he is responsible to maintain the building.
17. He is authorised holder of theLocal Planning Authority and New Town Development Authority fund accounts bank accounts, fixed deposits and he is the signatory authority.
18. To examine fixed deposit register and renewal of fixed deposits.
19. To examine Annual Accounts Statements (Receipts and Expenditure) and submit to the Director of Town and Country Planning after obtaining necessary resolution from the Local Planning Authority/ New Town Development Authority.
20. To examine the fixation of rent, collection and remittance of rent and maintenance of shop buildings owned by Mahabalipuram NTDA and Hosur NTDA.
