The Tamil Nadu Town and Country Planning Act, 1971 envisages the hierarchical level of Planning Authorities with an apex body namely Town and Country Planning Board to direct and to guide the different Planning Authorities to carry out the assigned planning tasks. The Committee of Town and Country Planning Board was originally constituted by the G.O.Ms.No.2486 Housing and Urban Development Department, dated:22.12.1976 and subsequently amended vide., G.O.Ms.No.272 Housing and Urban Development Department, dated:18.03.1985 with the Secretary, H & UD Department as the Chairman, Secretary, Finance or his nominee, Secretary, PD & SI Department or his Nominee, Secretary, RD & PR Department or his Nominee, Secretary, MA & WS Department or his Nominee, Commissioner of Municipal Administration, Director of Town Panchayats, The Chief Engineer, Public works Department, The Chief Engineer, Tamil Nadu Housing Board as the members and the Director of Town & Country Planning as the Member Secretary.
Section 64 of Town and Country Planning Act 1971 provides for the constitution of a State Town and Country Planning and Development Fund for the purpose of furthering the Town and Country Planning functions and for allocation of money to the fund by the State Government from the consolidated funds of the state, from time to time. Accordingly, the Government constituted a Tamil Nadu Town and Country Planning Development fund. The Committee of State Town and Country Planning Board has been constituted by the Government and has been vested with the powers to administer the above fund. The day-to-day administration of the fund is vested with the Director of the Town and Country Planning.
